Add all dry ingredients in a large bowl and add butter. Using a pastry cutter blend until butter forms small crumbs, about pea size. Add cheddar and chives and stir.
Mix eggs and milk together and add to the flour mixture, stir until a dough forms.
Turn onto a clean counter and knead until the dough is almost smooth.
Form dough into a circle about 8 inches in size and cut into 8 wedges.
Place scones on a parchment-lined baking sheet. Brush with milk or egg wash.
Bake for 18-20 minutes or until they are cooked through and golden brown on top.
